Can you use Google Ads to buy traffic for search arbitrage?

It is possible but closely controlled. Some operators buy visitors through Google Ads, including Demand Gen and search campaigns, and monetise them with a search feed. Google Ads policies on destination quality and misrepresentation apply, and feeds restrict which Google-sourced traffic they accept. Pages that exist mainly to show ads are at high risk of disapproval.

Buying on Google Ads and selling on a Google feed means Google sees both ends of the trade. With Google Demand Gen the visitor comes from image or video placements; with Search-to-search the visitor comes from a search ad. In both cases the landing page is reviewed under Google Ads rules, which require original, useful content.

Because advertisers on the other side are paying for the second click, the engine has every reason to check that the chain adds value. Expect stricter review, lower tolerance for thin pages and a need for explicit traffic source approval from your provider. Automated campaign types such as Performance Max give less control over where ads run, which complicates compliance further.
